OBJECTIVES
- To provide Competitive Opportunities for Junior Golfers
- To develop Golfing Excellence among our Junior Golfers
- To identify talented Junior Golfers and to provide them with opportunities to excel in Golf
- To nurture and prepare Junior Golfers for the National Back-Up and National Squads
- To develop Junior Golfers of good character who will at all times, uphold the Spirit of Fair-play and Sportsmanship
ELIGIBILITY
The Tournaments, except where otherwise indicated, is open to the following:
- Malaysian and Non-Citizens or as otherwise
- Amateur Junior Golfers in accordance with the Rules of Amateur Status (effective January 2019) as approved by the R&A Rules
- Junior Golfers shall have a valid handicap index (WHS) in order to participate; however, an exception may be allowed based on the Committee’s discretion as per clause 3.3. For players below 10 years and without handicap, a proficiency test must be conducted by coaches and submitted to
As the SportExcel Malaysian junior Golf Circuit is an entry level development circuit, members of the National Backup and National Teams are discouraged from participating in this circuit. However, invitations to the SportExcel Malaysian Junior Premier-Elite Golf Circuit may be extended to members of the National Backup and National Teams.

GROUPING, TEEING GROUNDS, COURSE YARDAGES
- The age of each Junior Golfer shall be determined based on the year of birth. The Junior Golfer shall be assigned into the age group category, which corresponds to his/her year of birth.
- Participants may be required to furnish proof of age via government issued photo ID or document.
- The Committee may accept participants with higher handicaps or without handicaps as its discretion. The Committee has the absolute discretion to change the age group categories, the teeing areas and course yardages as deemed fit.
- A player may be allowed to play in a higher age group with agreement from the Committee, but he/she must remain in the said age group for the same year. One of the criteria for moving up an age group is that the Junior Golfer must play in the previous tournament with scores of +4 or lower from par for 18 holes (or +2 or lower from par for 9 holes) and subject to the Committee’s approval.
- Junior Golfers can only participate in one age group category at any one time, unless specified otherwise. Where Junior Golfers may be eligible to play in more than one category, they may do so only when the same teeing areas are used for the different categories involved.

- Boys and Girls in Group C may apply to the tournament committee to participate at the Premier Division Junior Circuit and Premier Elite Golf Circuit, but based on the criteria above.
- The tournament committee may or may not allow some flexibility to the average scores and h/cap for each category.
ENTRIES (PARTICIPATION AND FEES)
ENTRIES – NUMBER OF PARTICIPANTS
- SportExcel Malaysian Junior Golf Circuit
The number of participants at each tournament shall be limited to a maximum of 120 players, on a “first come first serve” basis. - SportExcel Malaysian Junior Premier Division Golf Circuit
The number of participants at each tournament shall be limited to a maximum of 60 players, on a “first come first serve” basis. - SportExcel Malaysian Junior Premier-Elite Golf Circuit
The number of participants at each tournament shall be limited to a maximum of 80 players, by invitation only. - Players from Sabah and Sarawak
These players, on application or invitation can participate without having participated in SportExcel competitions. But the players have to submit their latest handicap and scores from their recent recognised competitions (Terms and Conditions apply). - Wildcard Entries
Top juniors who had not participated in the current SportExcel Junior Circuit/Elite for valid reasons are also invited as ‘Wildcard’ entries. The above flexibility is to raise the level of competition and also cater for some of the best junior players in the country. - The decision to accept or reject players will be decided by the Tournament Committee.
The Organizing Committee however, reserves the right to vary the number of participants in each tournament.
Note
- Failure to turn up without informing SportExcel via phone, WhatsApp or email at least 24 hours prior to the commencement of the competition, will result in the player being suspended for one (1) subsequent event and forfeiture of the entry fee for the same tournament, before the player is allowed to participate again in the SportExcel’s Junior Circuits.
- In the event that a player changes his/her golf club, SportExcel must be duly informed.
ENTRY FEES
- Players will be charged a Tournament Entry Fee, normally RM 80 – RM 120 per round for Malaysian, while non-Malaysians shall be charged an additional 50% of the entry fee or Ringgit Malaysia One Hundred (RM 100), whichever is lower at a different rate to be determined depending on the venue.
- Payment for the Tournament Entry Fee must be made by the registration closing date via electronic transfer into the SportExcel bank account. Cash payment will not be accepted. CIMB Bank Account Number 800 337 9428 – Yayasan Kecemerlangan Sukan Malaysia Please forward bank-in details and the registration form to SportExcel.
Note: 1. Payment should be made only after receiving confirmation of participation from SportExcel.
2. Players who do not pay by the registration closing date, may not be allowed to participate in the tournament. - There will be no lunches served during tournaments except for the Grand Finals / International tournaments.
REGISTRATION OF PLAYERS
SportExcel Malaysian Junior Golf Circuit
All Junior Golfers accepted by the Organizing Committee must register and confirm their participation using the Tournament Online Registration Form available at the official website of SportExcel ( www.sportexcel.org.my ). The Tournament Online Registration Form must be filled and submitted online by the stipulated closing date. Acceptance into the tournament shall be on a “first come first serve” basis and late entries submitted after the closing date may be rejected.
If the number of participants has not reached the maximum limit after the closing date, late entries may be accepted, with approval from the Committee, with payment of a late entry surcharge of RM 50.00.
The Organizing Committee reserves the right to accept or reject any entry at its absolute discretion without assigning any reason for its decision.
SportExcel Malaysian Junior Premier-Elite Golf Circuit
Since participation is by invitation only, invited players will receive an invitation email with a URL Link and a code to the Tournament Online Registration Form.
The Tournament Online Registration Form must be filled and submitted online by the stipulated closing date. Late entries submitted after the closing date may be rejected and that slot may be assigned to the next player on the waiting list.
Only players receiving this invitation email may register on-line.
If the number of participants has not reached the maximum limit after the closing date, late entries may be accepted, with approval form the Committee, with payment of a late entry surcharge of RM 50.00.
QUALIFICATIONS FOR GRAND FINALS / CHAMPIONSHIP
QUALIFICATION FOR THE SPORTEXCEL MALAYSIAN JUNIOR GOLF CIRCUIT GRAND FINALS
Following is the criteria for eighty (80) Junior Golfers to qualify for the SportExcel Malaysian Junior Golf Circuit Grand Finals:
- Open to Malaysian citizens and Non-Citizens
- Selection will be based on total points attained (based on the SportExcel Order of Merit) by the respective Junior Golfers from the SportExcel Malaysian Junior Golf Circuit.
- The top boys and girls in each age group from Sabah / Sarawak respectively (maximum of 10 players each) will be given exemptions (Terms & Conditions apply).
- The Committee shall give exemptions and wildcard entries where it deems fit.
Note: The champions in Group D & E of the SportExcel Malaysian Junior Golf Circuit Grand Finals will be nominated for the SportExcel Annual Individual Funding. Wild Cards entries will not be eligible. The awards are for Malaysian Citizens only.
QUALIFICATION FOR THE SPORTEXCEL MALAYSIAN JUNIOR PREMIER DIVISION GOLF CIRCUIT GRAND FINALS
Following is the criteria for sixty (60) Junior Golfers to qualify for the SportExcel Malaysian Junior Premier Division Golf Circuit Grand Finals:
- Open to Malaysian Citizens and Non-Citizens
- Selection will be based on total points attained (based on the SportExcel Order of Merit) by the respective Junior Golfers in the SportExcel Malaysian Junior Premier Division Golf Circuit and/or the best scores for the best three (3) out of five (5) scores.
- The top boys and girls in each age group from Sabah / Sarawak respectively (maximum of 10 players each) will be given exemptions (Terms & Conditions apply).
- The Committee shall give exemptions and wildcard entries where it deems fit.
Note:
- The champions in Group A & B of the SportExcel Malaysian Junior Premier Division Golf Circuit Grand Finals will be nominated for the SportExcel Annual Funding.
- The champions in Group C, D & E of the Malaysian Junior Golf Circuit will be nominated for the SportExcel Annual Individual Funding Awards.
- Wild Cards entries will not be eligible for the Individual Funding Award.
- Non-Citizens are not eligible for the Individual Funding Award.
QUALIFICATION FOR THE SPORTEXCEL MALAYSIAN JUNIOR PREMIER-ELITE GOLF CIRCUIT GRAND FINALS
Following is the criteria for sixty (60) Junior Golfers to qualify for the SportExcel Malaysian Junior Premier Division Golf Circuit Grand Finals:
- Open to Malaysian Citizens and Non-Citizens
- Selection will be based on total points attained (based on the SportExcel Order of Merit) by the respective Junior Golfers in the SportExcel Malaysian Junior Premier Division Golf Circuit and/or the best scores for the best three (3) out of five (5) scores.
- Winner of the Blue Tee and White Tee each league of premier division and champion of the category boys and girls BA BB GA GB will be invited for the grand finals.
- The top boys and girls in each age group from Sabah / Sarawak respectively (maximum of 10 players each) will be given exemptions (Terms & Conditions apply).
- The Committee shall give exemptions and wildcard entries where it deems fit.
Note:
- The champions in Group A & B of the SportExcel Malaysian Junior Premier Division Golf Circuit Grand Finals will be nominated for the SportExcel Annual Funding.
- The champions in Group C, D & E of the Malaysian Junior Golf Circuit will be nominated for the SportExcel Annual Individual Funding Awards.
- Wild Cards entries will not be eligible for the Individual Funding Award.
- Non-Citizens are not eligible for the Individual Funding Award.
QUALIFICATION FOR THE AMBANK GROUP – SPORTEXCEL INTERNATIONAL JUNIOR GOLF CHAMPIONSHPS
Following is the criteria for 50 – 60 players to qualify for the Championships:
- Open to Malaysian Citizens and Non-Citizens
- Selection will be based on the ranking at the SportExcel Malaysian Junior Golf Circuit, SportExcel Malaysian Junior Premier Division Golf Circuit and SportExcel Malaysian Junior Premier-Elite Golf Circuit.
- The Committee shall give exemptions and wildcard entries where it deems fit.
The final decision on the selection of players for the above is at the prerogative of the SportExcel Golf Committee.
QUALIFICATION FOR THR SPORTEXCEL MALAYSIAN JUNIOR GOLF CIRCUIT – OVERALL CHAMPION
Following is the criteria for Junior Golfers to qualify and win the SportExcel Malaysian Junior Golf Circuit Overall Champion title (SportExcel Order of Merit) in each age group.
- Open to Malaysian Citizen only.
- Points will be accrued using the SportExcel Points System to determine the Overall Ranking of each Junior Goler in their respective age group. Points will be accrued from:
– Four (4) legs out of six (6) legs including the Grand Finals of the SportExcel Malaysian Junior Golf Circuit. If the Junior Golfer played in more than four (4) legs, then the top four (4) highest / best four (4) scores points will be counted; and - The Junior Golfer who has accrued the highest points in his/her age group shall be declared the Overall Champion of his/her age group.
QUALIFICATION FOR THE SPORTEXCEL MALAYSIAN JUNIOR PREMIER DIVISION GOLF CIRCUIT – OVERALL CHAMPION
Following is the criteria for Junior Golfers to qualify and win the SportExcel Malaysian Junior Golf Premier Division Circuit Overall Champion title (SportExcel Order of Merit) in each age group.
- Open to Malaysian Citizen only.
- Points will be accrued using the SportExcel Points System to determine the Overall Ranking of each Junior Goler in their respective age group. Points will be accrued from:
– Four (4) legs out of six (6) legs including the Grand Finals of the SportExcel Malaysian Junior Golf Circuit. If the Junior Golfer played in more than four (4) legs, then the top four (4) highest / best four (4) scores points will be counted; and - The Junior Golfer who has accrued the highest points in his/her age group shall be declared the Overall Champion of his/her age group.
QUALIFICATION FOR THE SPORTEXCEL MALAYSIAN JUNIOR PREMIER-ELITE GOLF CIRCUIT – OVERALL CHAMPION
Following is the criteria for Junior Golfers to qualify and win the SportExcel Malaysian Junior Golf Premier-Elite Circuit Overall Champion title (SportExcel Order of Merit) in each age group.
- Open to Malaysian Citizen only.
- Points will be accrued using the SportExcel Points System to determine the Overall Ranking of each Junior Goler in their respective age group. Points will be accrued from:
– Four (4) legs out of six (6) legs including the Grand Finals of the SportExcel Malaysian Junior Golf Circuit. If the Junior Golfer played in more than four (4) legs, then the top four (4) highest / best four (4) scores points will be counted; and - The Junior Golfer who has accrued the highest points in his/her age group shall be declared the Overall Champion of his/her age group.
INTERNATIONAL RECIPROCAL PROGRAM
Selection of Junior Golfers to represent SportExcel and Malaysian in the International Reciprocal Program tournaments is done by the SportExcel Committee and approved by the SportExcel Board of Directors.
The selection criteria includes:
- Performance of the Junior Golfers in the SportExcel tournaments in the last three months.
- Performance of the Junior Golfers in other non-SportExcel tournaments in the last three months.
- Participation and performance in the previous year’s AmBank Group – SportExcel International Junior Golf Championships.
- Considerations into the purpose of participation, i.e., international tournament exposure versus winning.
- Not a member of the National Team (but this criteria may be dropped for selected tournaments by the Committee depending on the strength of field in the international tournament).
SportExcel’s responsibilities:
- Dear 50% of the airfare; the remaining 50% of airfare and travel insurance shall be borne by the player
- Charge RM 100 per player as management fee
A Team Manager is appointed to travel with the players to each tournament and perform the Team Manager’s duties. The appointed Team Manager can be:
- A Parent.
- A Professional from the PGAM
- A Member of the SportExcel Golf Committee
AmBank Group – SportExcel International Junior Golf Championships is a listed tournament in the International Reciprocal Program. The field is limited to 120 participants, where 60 – 70 spots are offered to Malaysian Citizens.

SPECTATOR GUIDELINES
TO THE SPORTEXCEL JUNIOR GOLF TOURNAMENTS
- No advice to be given to any players during the tournament rounds.
- Please avoid all communications, verbal and non-verbal, which may be constructed by others (competitors, parents and our referees) as advice.
- Please keep a distance of 30 yards or more from any players while following them during play
- Do not walk into the general area of the course, putting greens or teeing areas during the tournament rounds.
- Help us to keep the pace of play by assisting to spot golf balls for the players.
- To avoid distracting competitors at all times on the golf course.
- Please refrain from bringing cell phones, cameras or radios onto the golf course. If you must have your cell phones with you, please switch it off or set it to silent mode.
- Please feel free to ask your child if he/she needs anything to eat or drink at the turn
PARENTS' GUIDE
PARENTS CODE OF CONDUCT
SportExcel takes great pride in the caliber of play, player conduct and parental dedication displayed at all of our events. In order to maintain the fun and professional atmosphere that the SportExcel Junior Golf events have become known for, and to show respect for the involvement of our host clubs and their volunteers, SportExcel requires that all participants, spectators and parents (and their guests adhere to a set of guidelines knows as the Code of Conduct. The Code of Conduct is to be observed at all of our events.
EXPECTATIONS FROM PARENTS WHEN ON THE GOLF COURSE:
- No advice is to be given to your child or any child during the tournament rounds.
- Please avoid all communication, verbal and non-verbal, which may be construed by others (competitors, parents and our Referees) as advice.
- Please keep your distance from your child or any child (approx. 30 yards) while following them during play.
- Do not walk in the general areas, teeing areas and putting greens during the tournament rounds.
- Help us maintain the pace of play by assisting to spot golf balls for players.
- Try to avoid distracting competitors at all times on the golf course.
- Please refrain from bringing cell phones, cameras or radios onto the golf course. If you must have your cell phone with you, please switch it off or set it to silent mode.
- Please feel free to ask your child if he/she needs anything to eat or drink at the turn.
REGARDING THE RULES OF GOLF:
- Allow Referees to administer rulings. You will be brought into a situation ONLY if the Referees ask you.
- Encourage your child to familiarize himself/herself with the Rules of Golf and the supplementary Local Rules specific to the tournament so that they are aware of the options available to them.
RESPECTING THE HOST CLUB AND GOLF ETIQUETTE:
- Respect the host facility’s policy if cell phones are not allowed at all on the grounds.
- Familiarize yourself and adhere to the host facility’s dress code. Some facilities may not allow blue jeans, T-shirts, etc.
- If you are going to wear golf shoes as you walk the course, make sure they do not have metal or traditionally designed spikes.
AFTER THE TOURNAMENT:
- Encourage your child to write thank-you notes or verbally thank those persons who contributed to the success of the respective tournament such as sponsors and host club officials.
- We welcome any and all letters of suggestion to SportExcel that will ultimately help us in making these events even more special for all involved. Feel free to include comments you may have about SportExcel Junior Golf Events with regards to the development of junior golf in Malaysia.
SOCIAL MEDIA & MASS MAILING:
- If there are any shortcomings in a completed/ongoing tournament, you are encouraged to raise your concerns/grievances with the Organizing Committee and/or Tournament Committee in writing. All written complaints shall be handled by the Committee accordingly.
- But if you choose to not observe the proper channel to raise any grievances and turn to the social media or mass mailing as your channel, the Committee may have to take appropriate actions to curb this practice and protect the image of the organization.
- Social Media postings and/or mass mailing of grievances shall not be condoned by the Committee. If an offender (Eg: parent) should post negative or damaging articles that tarnishes SportExcel’s name/image, actions shall be taken by the Committee as follows:
- First Offence – A warning will be issued to the offender(s).
- Second Offence- The offender(s) will be barred from the tournament course.
- Third Offence – The offender(s) will be barred from the tournament venue.
TOURNAMENT WHATSAPP GROUP:
- WhatsApp as a platform for information dissemination has gained popularity with many players and their parents. SportExcel has adopted this platform as a means to quickly disseminate tournament information to the players.
- SportExcel may setup a WhatsApp group for each tournament, consisting of players and their parents as members of these groups. The purpose is for SportExcel to disseminate tournament information to the players and for the players/parents to ask questions on tournament related matters.
- We strongly urge you to use these WhatsApp groups solely for tournament related matters only, and refrain from the following:
- Send birthday wishes or congratulatory messages to individuals – this normally results in a chain reaction whereby tens of messages are sent to the birthday boy/girl
- Respond with “Noted”, “Thank You”, etc. – it is assumed that once a message is posted into the group, everyone in that group has received the message; thus, a response is not required. Please bear in mind that one response results in everyone in the group (maybe 100+ members) having to click on that response to read it
- Post marketing/sales advertisements
- Post politics related, religions inclined, sexual or inappropriate articles
The above non-tournament related messages fill up the WhatsApp group with non-essential information and make it difficult for users to find the important tournament information. Thus, for everyone to benefit from quick availability of information, let’s all work together to have an uncluttered WhatsApp group for tournament information.
PARENTS CODE OF CONDUCT
This Parents’ Guide was compiled not because of recurring problems, but rather in order to have a reference for parents for frequently asked questions. SportExcel Junior Golf and our host facilities thank you for your cooperation.
“In golf, customs of etiquette and decorum are just as important as rules governing play.” It is appropriate for parents and spectators to applaud successful strokes, but in order to secure the spirit of the game, we ask parents and spectators to please adhere to the following guidelines: (Please note that if any of the following guidelines are perceived as broken by a SportExcel official or members of the Committee, the player may be subject to penalty.)
- Advice (Rule 10.2) is any counsel or suggestion, which could influence a player in determining his play, the choice of a club or the method of making a stroke. In addition, any conversation between player/spectator may be construed as advice. This includes any conversation between player/spectator in their native language. In either instance, penalty for breach of this rule is the General Penalty (Loss of hole in match play or two penalty strokes in stroke play) Players are responsible for the actions of their relatives and spectators in regards to this rule.
- Keeping the above statement in mind, please keep your conversation with the player to words of encouragement as long as advice is not given.
- Spectators attend SportExcel Junior Golf events at their own risk.
- Please turn off all cell phones at all SportExcel Junior Golf events. If when left on silent modes, ensure that your following conversation is not to the annoyance of players.
- SportExcel Junior Golf events do not allow spectator carts except if the spectator has a permanent handicap placard. Handicap spectators must present their placard to the Tournament Director prior to getting a golf cart. Spectators will not receive a cart unless they have this official placard. Letters from doctors or visible injuries will not warrant a golf cart without a placard.
- All players and spectators are not permitted to ride on the back of a golf cart at any time during SportExcel competitions.
- Spectators should stay on cart paths. In the absence of cart paths, we ask that spectators stay in the rough. Please stay off general areas, teeing areas and putting greens.
- Spectators should stay one shot ahead of the group they are following. This allows spectators to follow errant shots and help identify where the ball comes to rest. Spectators are allowed to aid in the search for lost golf balls. Ensure that you just indicate where the balls are. Do not otherwise communicate which can be construed as advice when doing so.
- Spectators MUST not give rulings. Please seek a Referee or a member of the Committee if the need arises.
- Spectators are allowed to carry medicine, drinks, food, umbrellas, etc.
- The Committee may assess a penalty to the player based on the severity of the spectator violation. If a serious breach has occurred, the spectator may be asked to leave the facility or the spectator may not be permitted to attend another SportExcel Junior Golf event.
- For your personal safety, we ask you to exercise caution at all times. When inclement weather moves into the area, the Committee will suspend play by sounding air horns or sirens. Accordingly, you should seek shelter immediately. The Committee and staff at the golf club will evacuate players from the course first and then spectators.
SportExcel will further discuss the spectator guidelines at each tournament’s parents meeting whenever held.
YOUTH SPORTS PARENTS CODE OF CONDUCT
Preamble
The essential elements of character building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these “six pillars of character.”
- I will not force my child to participate in sports.
- I will remember that children participate to have fun and that the game is for youth, not adults.
- I will inform the coach of any physical disability or ailment that may affect the safety of my child or the safety of others.
- I will learn the rules of the game and the policies of the circuit.
- I (and my guests) will be a positive role model for my child and encourage sportsmanship by showing respect and courtesy, and by demonstrating positive support for all players, coaches, officials and spectators at every game, practice or sporting event.
- I (and my guests) will not engage in any kind of unsportsmanlike conduct with any official, coach, player, or parent such as booing and taunting, refusing to shake hands, or using profane language or gestures.
- I will not encourage any behaviors or practices that would endanger the health and well-being of the athletes.
- I will teach my child to play by the rules and to resolve conflicts without resorting to hostility or violence.
- I will demand that my child treat other players, coaches, officials and spectators with respect regardless of race, creed, color, sex or ability.
- I will teach my child that doing one’s best is more important than winning, so that my child will never feel defeated by the outcome of a game or his/her performance.
- I will praise my child for competing fairly and trying hard, and make my child feel like a winner every time.
- I will never ridicule or yell at my child or other participants for making a mistake or losing a competition.
- I will emphasize skill development and practices and how they benefit my child over winning.
- I will promote the emotional and physical well-being of the athletes ahead of any personal desire I may have for my child to win.
- I will respect the officials and their authority during games and will never question, discuss, or confront officials at the game field, and will take time to speak with officials at an agreed upon time and place.
- I will refrain from coaching my child or other players during competitions.
